MODIFIED MINI TRACTORS:

Submitted by: Larry Flood and Jim Webb

1. No portion of tractor shall exceed 8 feet forward of the center of the rear wheel.

1A. Grand National Mini Competitors voted NO to this suggestion.

     -Proposed to add 6 inches to length.

     -No portion of tractor shall exceed 8 foot 6 inches forward of the center of the rear wheel.

     -Or be able to move front weights 6 inches past 8 foot.

Reason: To help balance tractors better. Make them more controllable. In the end putting on a better show for the fans.

2. Side boards or some type of leg restraint to keep feet and legs within the frame rails in case of a roll over.

     -If not a rule, recommended

3. A suggestion was made to group Grand National licensed competitors together during the running of an event so that more even track conditions would be had by that group. Regional licensed and per hook competitors would then pull "together" either before or after the GN group.

4. A suggestion was made to allow 8-71 superchargers to be run at any overdrive.

5. The Regional National Mini Modified champions should be included in the Enderle Pull-Off.

GENERAL SUGGESTIONS:

1. Floating finish lines at all NTPA Region events. No exceptions.

2. Floating finish lines on hook 1 of a 2 hook GN/SN. Just look at your numbers in some classes where you (NTPA) run pull-offs in divisions that doesn't have enough vehicles in them to begin with.

3. 10% purse increase across the board. It might not be a NTPA vote, but it needs to be addressed, and seriously considered.

SUPER MODIFIED FOUR WHEEL DRIVE TRUCKS:

1. Suggest that we combine the SMFWD and the SSTD Trucks to get more numbers in both classes, but we need to have different rules.

2. SMFWD Trucks and Diesel Trucks run 6500#, Drawbar height should be 26 inches, 36 percent of wheel base length, 0 to 33 degrees angle.

3. Drawbar length changed to 30% of wheelbase for SMFWD Blown Trucks. Also, change weight to 6350 lbs for SMFWD Blown Trucks.

4. Eliminate the cubic inch limit for SMFWD Blown Trucks

TWO WHEEL DRIVE TRUCKS:

1. No electronic, mechanical or computer timing devises allowed. (no six shooter, retarders etc.) only fixed timing allowed.

Reason: Competitors are concerned that with the kinds of timing devices available, it will soon take driver abilities out of it. With the timing device set-up winning. The concern of timing device domination there's also the cost factor. Keep the keyboard out of the sport and the driver in it.

2. On the state and regional level, go back to a 300 ft track and have a floating finish line.

Reason: The sled should be able to stop a vehicle before the 300 ft, so that pullers only have to pull one time, pulling multiple times increases the risk of breaking equipment. Parts for vehicles are expensive and hard to get quickly. Most pullers have other pulls to make and like to have numbers at their events. A lot of tracks will not handle 330 ft. Tracks with the extra 30 ft, the high speed range is much greater.

3. Set limits on housing & wheel diameter also wheel speed in TWD class or any other class that wants to put limits on Pro Charger before it gets to be a problem.

HEAVY SUPER STOCK TRACTORS:

1. Diesel Class Only:  Aftermarket or remanufactured block to remain at stock specifications. i.e. Stock Cam Location/Deck Height/overall length. / and be able to swing stock crank shaft with original main barrings etc.

2. Diesel Class Only:  Turbo charger Air Inlet restrictions – 2-4" inlet restriction that all air must pass through and be within 4" of the intake wheel.

3. Any Sheet metal / and motor rule to stay within brands.

4. Heavy Super Stock Diesel class on the Region 3 and 5 level becomes a points class. This year we had seven Heavy Super Stock Diesel invitational events. Hutchinson (2), Almena, Rockell (2) Dubuque & Norwalk. The promoters can choose between the original class or the diesel only class. We drive far, run hard and deserve to earn points for our work and dedication for the diesel class. The Heavy Super Stock Diesel class has been going well for the last 4 years and is growing. We usually have six to eight tractors and possible ten tractors if it were a points class. We need to add Heavy Super Stock Diesel to Region 3 & 5.

5. Maximum cubic inch: 540 with 3 turbo chargers, 450 with 4 turbo chargers.

6. Change weight class to 7800# component 8000# Ag Chassis.

7. For all divisions: 2 day event, first day floating finish (trying to keep vehicles alive for following shows).

8. Recommend we appoint Chris Gettinger to the Super Stock Committee.

LIGHT SUPER STOCK TRACTORS:

Submitted By: Larry Phillips, Kevin Lynn

1. Change the weight from 6200 lbs to 6500 lbs. State Regional and Grand National. ( For safety) The scales change so much from one puller to another. 8 ply tires which are lighter, but are no longer available from Firestone.

2. Add money to the top 3 if there is a pull off. Add $200.00 per 1st, 2nd, and 3rd place finishers. Totaling $600.00.

3. Raise the purse for the Light Super Stock to match the Heavy Super Stock.

4. Return the Light Super Stock class to its original 6000# as to save the identity of the class.

MODIFIED TRACTORS:

1. Proposal to clarify and change if needed, 2010 rulebook page 39, rule R, Supercharger/ Turbocharger, #4. This rule says quote "Supercharger limit: maximum size is 14-71, 19 inch rotor case length, 11.25 inch rotor case width" If we are not measuring the case but the actual rotor the wording of the rule should be changed to reflect this. The new blowers all have case length that is longer than 19 inches. Example: someone could take and make new end caps (they are not part of the rotor length) and put a longer rotor in and still have a 19 inch case but 20 inch rotors.

The rule book also says that state/region has to run 8-71 blowers. That rule also needs to be clarified. Currently there is nothing to tell you what size the rotors should or should not be.

2. 2010 rulebook page 43, rule E, 7500 lb Modified Regional level limits, 1.c. would like to have the hemi heads limited to a maximum 37% overdrive to be a permanent rule change for 2011.

3. Under state/national rules for modified class would like to have a limit of one (1) fuel pump #990 or #1100. Direct drive no overdrive allowed. 990 pump flows 15 gal. per minute, gear measurement is .990 thounsandths. Reason: Because of the new longer blowers and the use of bigger pumps the pullers would like to stop the loss of more pullers and also help control the costs.

4. On the state/regional level for the modified class the pullers would like to go back to the 300 ft track versus the 310 ft track and have a mandatory (not optional) floating finish line for any runs over 300 ft. Reason: The sled should be able to stop the tractors before the 300 ft. so that pullers only have to pull one time to get a paycheck. Pulling multiple times increases the risk of pullers hurting their motors, which are very hot. Parts for the modified tractors are very expensive and hard to get quickly. Most pullers have another pull to go to in a few days and want to leave with their tractor in one piece and not have to spend extra time and money for repairs.

5. Rules need to be changed to stop the bleeding in the modified class. Regions 3 and 5 have an average of 2 pullers. Region 2 has an average of about 5 pullers, last year the average was 8 pullers. We hope some of these rule changes would help some of the parked tractors get out of the barn.

6. The Modified class in region 3 and 5 be allowed to run for points in both the Grand National and Regional Levels. As a promoter and a puller, we only have 2 mods. eligible for points in these regions. We can get more mods. if GN mods. could earn points on the Regional level also. If we can't change this soon, the Regional modified class will no longer exist. There are not enough tractors for the promoter to book in the regional modified as things stand now.

7. The 7500 lb Modified Regional level limits with Big Chief blowers run at 42%.

8. A horse power increase in the Light Modified Tractor Class would make Turbines more competitive. The limits do not restrict two well built engines enough, regardless of the brand. The addition of the Lycoming T55-L-11D or T55-L-9 or any comparable HP rated turbine on the accepted list will be more competitive. This change would make the class more attractive to the promoter and the audience.

SUPER FARM TRACTORS:

Submitted By: Russell Counce, Ryan Salenbien

1. All Super Farm classes with more than 25 entries, all Grand National point runners should run in a group. It doesn't matter where in the group as long as they're together. Perhaps draw one number for the GN group then decide the pulling order for them.

2. A fuel sample valve must be installed located on the pressure side of the supply pump located nearest to the injection pump.

3. A water sample valve must be installed located on the pressure side of the supply pump located near the point where the delivery valve is located.

4. Water and Fuel samples must come from these points when the engine is running.

5. NTPA needs to state what type of water test is used in the rule book, just as they do for the fuel test procedure.

6. Only the top five tractors shall be tested after the class is finished. This will keep the amount of tech work down to a minimum. The tractors need to be kept in a designated area until the tech is completed or the order has changed.

LIGHT PRO STOCK TRACTORS:

Submitted By:Light Pro Stock Pullers

1. To receive 'A' level regional national purse money.

2. All the Light Pros to compete in the regional national Super and Pro Stock classes.

3. Limit the exhaust turbine wheel to a 'G' trim 4.5 inch maximum.

4. Stay with the current injection pump rule.

5. Cast or recast heads only.

PRO STOCK TRACTORS:

Submitted By: Tim Cain

1. Clarify 310', 320' or floating finish. Decide which one we are going to use. Pull offs pay extra money.

2. Pre commit program, look at changes to encourage more participation. Allow pullers to keep earned money up to unexcused absence.

3. Eliminate cheaper 2 hook purse.

OTHER GENERAL SUBMISSIONS:

1. DELETE on page 83 of 2010 Rules under letter D, item 7: In a pull-off, all competitors shall be required to make an honest attempt to pull, or he/she will receive the same money and pionts as the top vehicle that did not qualify for the pull-off unless he/she cannot come back due to breakage, which must be confirmed by an event official. At that point, competitor would receive last place points according to those entered in the pull-off.

REASON: We now have floating finish at many events. To keep going, some pullers choose to only make one run even when the 310 rule is used. Even by not coming back, those non-returning pullers still earned whatever position they got. Also, it puts unneeded burden on officials to really determine what is "breakage" and what is not. Many claim "oil pressure" as the reason that they don't return, so who wants to make them run under those conditions? Also, on the "bumping" of the sled by the "winning" competitor when the other competitor does not come back for the pull-off, is the "bump" truly an "honest attempt" as the rule states, or should that competitor also get third place as the competitor who doesn't come back.

2. If a competitor gets disqualified for any reason at an event, he/she has 72 hours to contact the NTPA Office or NTPA Tech Services Department. After that time period has past, no other contesting of the disqualification will be allowed.

3. Super Stock, Pro Stock, Super Farm, Modified Kill switch: 

Change location from 48" to 24" to 48" above point of hook. Reason: On diesel tractors with the kill at legal height now the cable must bend around the cage or seat, making it harder to pull. Lowering the point will allow for two things: 1. Cable may be located under seat and floor pan 2. Allow the many tractors that are now not legal to become legal.

Add that all cable operated kills must swivel right and left also.

All Divisions Regional Nation and State events:

4. Change wording to read that pull-offs will only occur if competitor numbers are low, more than 2 distances are beyond 330' or at the direct request of the promoter. Decision to run pull-offs in any or all classes will be told to competitors at drivers meeting. Reason: many sled operators at state and regional events are not familiar with certain divisions and setting sled with pull-off can cause competitors to run three times in a class.

5. Change time for Regional National and State events to 5 hours where no points will be given. Reason: The vast majority of pullers travel less than five hours to regional and state events the current rule costs more in fuel than the value of the points.

All Levels and Divisions

6. Add rule stating that only chalk lines are needed past the 310' marker, no physical marker is required at 330'. Reason: To stop any question about the need for a 330' marker.

7. Add rule stating that all kill switches and cables must operate with no more than 50 lbs. of pull, with tie wrap installed. To be tested with a spring scale from rear of vehicle.

8. Entry: Competitors that enter late (after scheduled closing of entries) will pay a late fee of $10 per entry. This late fee is non-refundable. Reason: Late entries cause lineup sheets to be printed late and can hold up the show.

9. Measuring: When event distances are measured with a laser (total station-EDM) the total station or an additional program must compensate for the angle of the measurement (triangulation). Straight line measuring with no compensation for angles is not allowed. People who measure events must be tested at least once every year to be sure that their system will compensate for angles. Reason: In many cases today distances are so close that they need to be taken to the thousandth of a foot. Measuring without angle compensation can be off by several feet from one side of the track to the other. 

Agenda Items submitted by Minnesota (UPM) per Darrin Dietzel, Super Farm Committee Chair:|
1. Entry Procedures - Require something more random than exposed numbers on plastic poker chips visible to the competitor who draws them. Suggest bingo basket or concealed numbers in matchbooks to be drawn by entry personnel.

2. Turbo Inspections - Allow more than one free turbo inspection per vehicle license. If seal is damaged while inspecting vehicle, turbo should be reinspected at no expense to the competitor.

3. Precommitment - Give top ten GN end of season points winners first chance at next year's precommit program. If all ten precommit spots are taken, and a RN winner (champion) wants to precommit, add additional precomit spots.
4. Water & Fuel Testing - Require water and fuel sample valves for ease of sampling and less chance of contamination.

NOTE: NTPA Member States have until Aug. 26th to submit their agenda items. There may be a few additions of agenda items between now and August 26th. The final list will be printed in the September PULLER magazine.
